Should renewables be mandatory in new buildings?

The latest issue of Renewable Energy Report notes that Northern Ireland is considering regulations that would require all new buildings in the region to install renewable energy systems, such as small wind turbines or solar photovoltaic panels for heat and electricity, from 2008. Low-income families and those living in social housing would receive grants covering 50-100% of the costs of putting in solar hot-water systems. The proposal is part of an £8 million ($15 million) renewables program for households.
The proposed rules follow on the heels of a new law in Barcelona, Spain directing all new buildings to incorporate solar panels for heating water. Barcelona requires homeowners to assume the costs — an estimated Eur1,000 for a family of four. Israel has required solar water heating in buildings for 20 years, and the state-owned electric utility recently issued a plan to help pay for solar energy use in hotels and hospitals. [...]
