Have we finally woken up to climate change?
Arnold Schwarzenegger, governor of California, the richest and most populous state in the USA, yesterday announced plans for an emisisons trading scheme similar to the European Union’s ETS. that would aim to cut California’s carbon emissions by 25% by 2020.
Earlier this month, the state governments of Australia endorsed a plan to create a national emissions trading scheme by 2010 even though the federal governemnt in Canberra is opposed to such a scheme.
Both the US and Australia have been vocal opponents of the Kyoto Protocol to cut greenhouse gas emissions and Australian Prime Minister John Howard recently slammed the European Union emissions trading scheme as “beset with complexityand competing national interests”.
But both the Australian states’ initiative and governer Schwarzenegger’s plans, which he has drafted together with California Democrats, show that even in those countries that have so far flatly refused to curb carbon emissions, initiatives are underway to [...]
